Exxel Pacific poised to build 65 Fremont units

The corner site is on the far west side of Fremont, almost in Ballard.
The land sale at 106 N.W. 36th St. was a decade ago. The master use permit followed early last year for a six-story, 65-unit apartment plan designed by MZA Architecture. Demolition of some old commercial buildings came this spring (Dickson handled that job), and now Exxel Pacific is attached to build the project.
City permit filings now show the construction permits to be in place. Groundwork should soon begin, with Malcolm Drilling and Santa working under the general contractor. Two commercial bays, amenities and 15 partly underground parking stalls contribute to a total project size of around 55,411 square feet.
B+E Consulting Partners is now acting as the owner’s rep for a somewhat opaque ownership LLC. That’s been affiliated with EB-5 developer North America Asset Management Group. The owner of record continues to be Infinity NW 36th Street LLC, of Bellevue, which seems to overlap with NAAMG.
There’s no sign yet of a construction loan. The corner site, at First Avenue Northwest, was neatly tarped and fenced in September. The sloping property offers about 14,798 square feet. Some might place it in Ballard — or if you prefer, Frelard.
The team for the project, apparently still dubbed Fremont 65, also includes D.R. Strong Consulting Engineers, civil; Karen Kiest Landscape Architects; Lund Opsahl, structural engineer; Robison Engineering, MEP; PanGeo, geotechnical engineer; BEE Consulting, envelope; and David Evans & Associates, surveyor.
No broker has listed the future retail space, with about 4,000 square feet planned. If the project actually breaks ground in coming weeks, construction should take less than two years. The NAAMG website hasn’t been updated in a while. It still targets the first quarter of this year for completion.
That website also still lists the high-rise 8 Tower, aka Shilla tower, on the Denny Way triangle where that restaurant once stood. The MUP for that 42-story, 312-unit condominium project at 2300 Eighth Ave. was renewed this year. It was issued in 2018.
